Description

The Apache error log has the following error:

Registry: Initialized -- stage set: confirmed
Registry: A
Registry: B1
Registry: Metcat handed us a new docid: nceas.1.1
Cant open xml file...

The nceas skin had debug on by default. If permissions are not set correctly on the temporary directory, the system would die. Changed it to just report error but not die. Added instructions for making temp dir writable to the nceas help page.
