Description
When registering a data set, if a file is attached, the following error is returned:
User tried to update an access module when they don't have "ALL" permission.

The system was checking the xml_access table for user permissions for new online files.
Changed the 2.1.0 EML Sax handler to only check access permissions for existing files.
