Then the following year's data can be flipped to display correctly, but we have to know they are swapped.
details:
1) add a check box to the report map saying "Check this box if plot X and Y axis are swapped." In the meantime, you might try holding the datasheet towards the sky and reading it from the back.
2) When entering data, allow data entry person to check the box "plot X and Y are swapped."
3) Then at some point, we will have to switch the X and Y for the next year, probably when resampling plots.
