Allow offline XML validation

Description
Need to be able to run morpho/first without a constant internet connection. For schema-based validation of EdML and QTI, all imports need to be included in the installation.

When I tried create the data package, I filled up all the information for instructor, institution and assessment.
Then I asked me if I want to launch the parser. Then I clicked the YES. Then I gave me warning message, see the attached error screen shot 1.
Then I clicked OK. Then I gave me an another warning message. See the attached error screen shot 2.
Then it open the window that ask me to locate the pdf exam. Then it’s running the parser.
wow! it's so much quicker on the validation now, too.
