Description

If you configure a sensor actor to a sensor rate less than 1, like .5 or .9, you quickly get a few different types of errors, which messes up/stops monitoring, and I think sometimes messes up the simulator.

I've updated the sensor actor so that the sampling period must be an integer > 0; this appears to be the requirement in SPAN.
