Description
Instead of using the SSL client certificate secured /replication servlet to administer replication settings via the web, we should move this to the more open /admin servlet that only requires us to be logged in as an admin user (no client cert or SSL required). This lets us require a client certificate for URLs that go to the /replication servlet and will give us greater security in replication.

There is now a separate /admin screen for replication configuration. Now /replication can require SSL client certificates
