Description
Currently, any vegbank user may load data (including plots, plants and
communities ) to the VegBank system. The ability of a user to load data
dependes on their privilege level ( an integer between 1-5 ), but currently all
users are able to load data.

Now when a user with privilege level <= 1 attempts to contatct the
DataSubmitServlet they are shown a 'Invalid Permissions Error' page with a
description of what they have to do to attain a higher permission level; also
there is a link on this page to the certification page.
