openOwners list reorders its entries

Description
When 4 or more parties are listed in the Owners wizard page, they reorder themselves when you click 'Ok'.
It seems to cycle through putting the last entry first, each time you open then dismiss the window with an Ok.

Turns out the order was entirely the luck of the draw in terms of Map implementations. I forced the use of a TreeMap that ensures order and then made sure to add them to the DOM in the correct order (reversed because of how the model is built up).

This is in trunk and also was merged into the 1.10.0 branch in case we want to do a minor 1.10.1 release.
