EML

This bug is used to track minor administrative tasks that must be completed for
the RC1 EML release.

Also need to do for the RC1 release:

1) update the README for the RC1 release.
2) Make sure list of contributors is correct.
3) add EML project members and project description to the spec, citing the
ecoinformatics.org charter.
4) Revise the index.html page to link to project members and describe method for
becoming a project member.

OK, finished the release task items 1, 2, 3, and 4 in this bug, so the
documentation is largely complete.

Still need to:

0) Regenerate all relevant png images
5) Sanity check the FAQ
6) Resolve problems with having two default.css files (one in style)
7) make sure eml-dependencies.html is linked in to docs
8) Remove extraneous test.xsd and test/test* docs that were added temporarily

All release prep tasks completed. Ready to build the RC1 release. FIXED.
