When I was updating the user guide, I added the Replication Policy instructions to the new datapackage wizard section even though it is not currently part of that 15 (!) step workflow. I think it should be considered for inclusion in the wizard since it is one of the main selling points of DataONE and having it in the wizard would highlight the importance of a solid replication strategy.
If we do not include it in the wizard sequence, then we might consider using a reasonable default (allow replication at 2 copies?) but this could be considered heavy handed and not appreciated by sensitive users.

Need to figure out an elegant way to include SM information in the wizard workflow. Access rules fit in the EML file, but we don't have a good place for teh replication policy to piggy back. Deferring to v2.1

During the NDP wizard I put the ReplicationPolicy block (serialized as XML doc) in the additionalMetadata section of eml. When the wizard completes, it uses the policy found there to set it in the SystemMetadata and removes the additionalMetadata block.
TODO: make sure this does not interfere with the save-for-later feature that also uses addiitonalMetadata tags

now using additionalMetadata/metadata/replicationPolicy to stash the XML for the ReplicationPolicy.
