Description
I opened a local data package and use the menu Document|Access Information to add an access rule for it. However, the location of the data package was set to be blank when this was done. This means the data package has been updated. Actually we have decided that changing access rules only modifies the system metadata rather than the data package.

If the data package you opened had an existing <access> block, we remove it from the EML when setting the access policy in system metadata. This only happens once and is meant to reduce confusion because we don't want the EML to say one thing and the system metadata another.
