closedlocal package synchonized to metacat has wrong access

Description
If you create a package locally (i.e. not sent to metacat when created) and then
send it to metacat using Synchronization command, the package sent to metacat
does not have public access even though original package has public access set
to read.
If the packaga is submitted when it is created the access is correct (i.e.
access is public)
