sounds like this bug deals with the new implementation of confidentiality that
was proposed in the Sept 2002 meeting in SBA.

We have from the very start known that scrambling of location because of rare
species would be necessary. The implementation can include fuzing at the
request of the submitor or subsequently by management from the management page.

How do we implement this?

I imagine that we need to build an auxillary table to contain species that
always cause fuzzing, and also with species x state\province combinations that
invoke fuzzing. We can ask NatureServe to provide us with the data to
populate these tables. We need to find a simple way for management to load
these tables as updates become available.

We will need to build a tool to search the data base for specified taxa in
specified geographic areas and switch fuzzing on or off as requested by
management.
