Description
designe an xslt engine plugin for monarch. The plugin would execute a pipeline
with an xsl stylesheet and an xml document as inputs and some document as
output. This will be useful for the marine requirements of transforming eml to
nbii.

the xslt plugin now works. it needs to have the interface changed a bit to
really work well but the plugin itself works.
