use local release of OpenLayers api so that it works over https with our secure deployments (openlayers.org does not offer the api from their servers using https).

remove sanparks boundaries from the default map, but allow them to be added as an additional layer from the saeon/sanparks skin.
use css to style the spatial query search widget control

Upgrade to MapBuilder 1.5rc2

initial commit of skin for SAEON look and feel. looks pretty good, but there are still a few things that need tweaking (colors).
also want to add a standalone login page to match with the header line (perhaps).
