Description
The first sentence says "...persons or organizations certified for the data."
I'm not sure if "certified" is a technical term for this, but if it isn't it
should be changed to something more meaningful, like "responsible for" or
something like that.

Reeves suggests the following change:
Please describe the person(s) or organization(s) certified
as data 'owners'; e.g., the principal Investigator for the
data collection project. Select Add to add a new owner; select
Edit to modify an existing owner entry.
