Description

Temporal Page and hence other screens should be able to be retrieved from lower
down in eml hierarchy. e.g. assigning temporal coverage for an attribute. Right
now it can only be assigned on the DataPackage level through DPW.

Coverage subtree is allowed at several locations deeper in the eml hierarchy.
All the coverage subtrees (Temporal, Geographic, and Taxonmic) could be added at
these loctions using DPW with significant additional effort. Getting this
working seems to be too big of a task for 1.5 release date.

Subtree can also be copied and pasted using the tree editor for now.
