The access permissions re-set to yes for the question "Would you like to allow
the public to read your dataset?" in two places:

1) When you are creating a New Data Package and you are at the Access
Permissions step: if you select "No, don't give read-only access to public.", go
back to the previous step (Methods), and then go forward (hit Next) to the
Access Permissions step again, it defaults to "Yes, give read-only access to
public."

2) When you have a Data Package opened and you select Access Permissions under
the Documentation menu, it defaults to "Yes, give read-only access to public."
even if you had chosen "No" before.
