Data sets associated with NRS may involve for than one station. There should be
a way to select more than one station from the pull down list. This depends on
updating the method in which metacat determines whether a data package is
affiliated with a particular organization.

This has been discussed before. We can have two drop down boxes with add and remove buttons in between. So the user can add as many organizations he wants by moving them from first box to the second box
