Monarch

Need to redesign the QA engine for use on the KNB. This would involve
abstracting interfaces for input of metadata and data (by accession# in metacat
and as streams?), output of results (several formats should be available), and a
plug-in architecture for new QA modules. Consider whether perl is the best
language for this module or not. Consider whether we want it implemented in SAS
still or not. The diagram that we outlined onthe whiteboard in Santa Barbara
(chad has a hardcopy) should be used as a guidline for initial issues to
consider in the redesign.
