Description
Current pemissions 'read, write, all' are not inclusive and 'all' does NOT
include read and write. Consider renaming 'all' and making permission inclusive.
Will require changes in both Morpho and Metacat

rename 'all' to 'changepermissions' and delay the implementation of an all feature.

metacat now uses a 4 tier permission system. The tiers are:
read - user has read access
write - user has write access
changepermission - user can change permissions on the document
all - user can do all of the above inclusively
