Description
nrscat.plx: script needs to be modified to notify the maintainer of new
submissions (ie, email rudolf), and change the location of file storage for
submitted files. We should also notify submitters when their entry is moved
into the Registry after review, which might be done in load-dataset.pl.

Done. Entries are now directly moved into metacat.
