Vigor is required. Its absence should be flagged by error checker as error.

This has to do with plots being sampled for planted stems above level 2.

We used to restrict what happens by business rules. Now, the database is a bit more open for those who have (inadvertently) expanded their plots. Or plots should always be able to increase in level.
One thing associated with this is that any plot, at any level, needs to be resampleable, but pre-printed datasheets may not be part of the mix. Perhaps summary reports of data in from last year should be available, but that's not central to what we are doing now.
