FIRST is now at a point where design decisions are critical, and need to be based on an centralized, organized, and prioritized list of use cases. Use cases should be uniformly described using a common template with key information such as:

• Use case name
• Use case description
• Preconditions
• Triggering events
• Basic couse of events
• Postconditions
