Monarch

Current QA engine design demo requires data upload from a web form. Need to
modify the input routines so that it can obtain data directly from metacat.
This requires metacat to be able to export a data package in the zip format. So
if dsparse is passed a metacat identifier, it should be able to get the data
without further user intervention.

Also requires a metacat web interface change to be able to trigger a QA session
from a particular data set. Probably a button or link that is placed in the
metacat eml-dataset-display stylesheet that sends the package id to dsparse for
analysis.

Eventually dsparse should be able to obtain data from morpho as well (and be
started from morpho), but this can be a second step. This would be an extension
of the existing form upload capability, and so most changes would probably
involve changes to morpho rather than dsparse.
