We current have a select format page, which asks for type of file. We should move the file name selection code into this page as well. The user selects delimited or excel, which specifies a filter to be used in the dialog box. After the data file is specified, we then move to a new page that asks them to specify whether data is in rows or columns, and to select the rows containing the student records. If the file type is delimited, we also include code to specify the delimiter.
