Description
Data confidentiality will no longer be a required field for level 3 as all contract work for EEP is expected to result in public data, with the exception that names of field workers and landowners will not routinely be released.

I am interpreting this to mean that we should remove the confidentiality field from the datasheets for level-3 plots.
Protocol, version 4.1.6 updated to indicate that confidentiality is for levels 4-5 only.

Tom and Bob have confirmed that we want to remove the confidentiality fields from level 2 datasheets and entry tool forms.

removed confidentiality information from the datasheets, version 44.
still need to remove this from the entry tool, level 3.

removed from level 3 plots in entry tool. Not worried about backward compatibility, as no level-3 plots really exist yet and skipping this is not a big deal. Removed from "required" and thus are not flagged as errors when null for level 3.
