Description
When a student was trying to edit a multi-part question, it was unclear to her where the instructions common to the question should go. Right now there is only a unlabeled text box; it needs to be labeled somehow.

This is implemented with a titled border saying "Common instructions" There may be some bugs where this text goes away, but those will be identified through further testing.
