feature request - include the userId element in responsibleParty dialog boxes

Description
As EML documents become more prominent, there have been an increasing number of suggestions that EML be linked to individuals in other types of catalogs, e.g., personnel directories. One way to do this would be by using EML's userId element. The cardinality is 0-to-many, so a party can have several identities if needed - rather than just one, as required by the id attribute on elements.
Morpho 1.7rc1 now has a utility for adding access rules which peruses ldap trees to return the DN. It seems like the code to put content into the userId would be very similar.
