Description

The following is the minimum functionality required for the code freeze tomorrow.

Client functionality
--------------------
-opening an existing workflow
-open workflow from kar file (4176)
-design a report layout (4102, 4103, 4188, 4176)
-tagging (maybe)
-save locally to kar
-upload a workflow

Server functionality
--------------------
-find uploaded workflow (metacat)
-schedule execution (metacat)
-wait for execution (metacat)
-find results (metacat)
