Report Designer - Clicking the delete button removes unselected items

Description

If nothing is selected on the canvas and I click the delete button, it seems to remove a randomly chosen component. If nothing is selected, nothing should be removed. Also, items that are selected need to have a larger selection border. It's hard to see that the skinny border is blue.
