Description

This will facilitate better modularization of kepler. Right now, the actors (and directors) are described in the actors module, but the implementing classes are stored in other modules.

All actors in util, common and core have now been moved to the actors module. There are no director classes in kepler, they are all in ptII so there was nothing to be done wrt directors.
