Description
common/resources/configurations/config.xml
gets modified at some point in the build or run.
module directories are considered read-only and no modification of or creation of files is allowed in a module. If needed, files can be written, modified and deleted in the "configuration" directory.

This should get fixed when the configuration system gets reworked.

Looks like this was fixed by bug 4370 The EcoGridServicesController trying to write persistent data back to the config.xml file was what was happening.
