Description
V8 of the provenance schema must provide for tag storage and search. We will need to search for runs and workflows that have been tagged with the WRM tags search cell.
I've recently changed the tags table to have columns: id, type, searchstring, urn, and lsid, but this table may change.

Tag table is sufficient for this release, we decided to just do simple keyword searching in the WRM.
