Metacat

Metacat has an administrative user, but that user only has a few capabilities. We need to enhance the privileges of the administrative user. In particular, they should be able to:

1) Delete all data files and metadata files
2) Change ownership on all data and metadata files
3) Change permissions on all data and metadata files

There are probably additional services that should be enabled for admins, but these are lower priority and could be postponed to another bug if they would slow down implementation of 1-3 above:

4) Initiate replication
5) View logs (I think already implemented)
6) Rebuild indices (I think already implemented)
