Description

Items in KARs that are not instantiable should not be draggable. The tree model needs to be constructed with these NamedObjs having the _notDraggable attribute set.

Fixed in r24155-6 and r24157 on the branch.

Objects that are cached are given a cache category, which is an enumeration in LibIndex. I have made it so that objects of types LibIndex.TYPE_NAMED_OBJ (for WorkflowRuns) and LibIndex.TYPE_OBJECT (for RIO/reports) are not draggable. I have not run into any false positives, but it could happen, so keep an eye out and let me know.

tl;dr -- If you can't drag something you should be able to drag, tell me.
