Description
The view and tab panes for the engineering view need to be created (for now, they can be empty), along with a configuration.xml to load them.

I've created stub tabs and the configuration.xml.
Yet to do:
set the canvas name to be "Site Layout" instead of "Workflow"
set canvas tab to be selected when kepler starts
