closederror in saving qualityControl element of eml-protocol module

Description
when creating an eml-protocol module for the first time, the
elements "paragraph" and "citation" appear in the correct order beneath
the "qualityControl" element (ie Morpho reads them from the DTD OK - no data
entered yet)
if data is entered in "paragraph" and/or "citation" and the protocol module is
saved, morpho actually saves "paragraph" and "citation" in the wrong order
within the XML document.
I tried editing the XML to put them back in the correct order, and next time I
edited the protocol module in Morpho, it saved them in the correct order.
(So in summary, if these elements don't already exist and are created, morpho
saves them in the wrong order, but if they do already exist in the correct
order, morpho maintains that correct order OK)

corrected a typo in the eml-protocol dtd (with included originator tag). This
apparently fixes the problem indicated with this bug.
