Description

Now that there are two modules.txt, there are situations where the incorrect modules.txt is sometimes used.

To clarify, if the current-suite.txt is set, then the modules.txt in the build-area is ignored. This is incorrect behavior. current-suite.txt should merely append the current-suite module on top of the contents of modules.txt. Ultimately, modules.txt and not the contents of the check-in suite should dictate which modules are used, as this is much more clear for developers.

As far as the issue of the incorrect modules.txt being used as between KeplerData and the one in the build-area, I am not seeing this occur. So, for now this bug will just represent the fix noted above.
