Consider plugin design, and implement common plugins.

the SAS one is done and the Matlab one is mostly done. will have an R plugin
shortly.

Need to fix the matlab plugin so that matlab exits after execution no matter
what the code is in the stepgroup. I don't know if this happens under windows
but it does happen under linux causing no output to be displayed and the browser
to just sit there waiting for a response from monarch.
