Description
When a command is successfully issued to a SPAN server, e.g., turn sensor off, change sampling rate, etc., the command should be logged to the DataTurbine server. This is required so that accurate EML and SensorML documents can be constructed to describe the sensor site.

I've updated the simulator to report metadata changes, and SpanToDT to write the changes to DT. All that's left is to update the SPAN software.

SPAN and the SPAN simulator have been updated with a new connection that reports metadata changes that occur for sensors. I've also updated SpanToDT to correctly parse these changes and write into the appropriate DataTurbine channels.
