Description
In testing a pending patch to actors, I found my changes to an actor didn't appear in the library until .kepler was manually deleted and kepler restarted.

Issue a test 2.4.0 release, launch it, instantiate an actor and take a look at it.
Change the actor in code and release a test patch to actors module, launch kepler, instantiate the actor and verify the changes are there.
