Description

I moved the ID conflict resolution from a shared class to be handled by each individual data store. This is working for the local store, but isn't in the DataONE store yet.
We could also move back to the shared ID conflict resolution, but I didn't really like how it mixed the two stores together and required a lot of "if x then y..." kind of code.
