Because we removed "Deny" rules from access control policies for DataONE we are left with a dropdown with only "Allow" as the option. We should at least disable this if not remove it completely from the page. I think we still need something (a label?) that indicates that you are granting (allowing) access here, but it is confusing having a UI choice element that does not give you any choices except one.
