Metacat

Tomcat is not a full-fledged application server - just a container - so it does not support EARs. I think we should continue to use multiple WAR deployments in a zip/tar to distribute our fairly simple collection of webapps.
It's kind of neat how this is compartmentalized now: there's plain old Metacat for storage, then there's geoserver for showing indexed data layers and then there's metacat-index for searching indexed content.
