Metacat

Since some of the metacat-index tests currently require Metacat be running in order to succeed, we need to skip them when building metacat-index during the Metacat build. We should only be running unit tests during the mvn package command in metacat-index and we can run the integration tests later using "mvn verify" (not part of the build process itself)
