IE handles stylesheets that are added dynamically to the DOM differently. So the metacatui CSS added dynamically was not cascading/overriding Bootstrap and other stylesheets in IE. I changed the AppHead and AppView to load the CSS along with the other stylesheets instead of adding via JS in loader.js.

Again, Bootstrap is overriding CSS in the Gulfwatch theme in IE 9.

Assigning to 1.1.1 patch - should also be included in master branch for future releases.

Updated the Metacatui1.1 and Metacatui1.2/master branches with this CSS change.
