Description
Fixed Field data files are not handled in either the TextImportWizard or the
DataViewer classes. Thus metadata must be entered by user and display will
simply be of the data as text with no editing. This should be corrected.
A 'work-around' is to import a fixed width date file into Excel and then save as
a tab delimited file before import into a datapackage.

Postponed to 1.4 due to lack of time. This is a relatively large task and cannot
be done quickly. {I am assuming we want a visual interface similar to that in
Excel which allows the user to select field boundaries by 'dragging; field
boundy indicators around.]
