Transition the NCEAS metacat skin to the metacatui theming system

Talk to LeeAnne about plans for this page, will probably update it to look like the new NCEAS website, but we may hold off since the NCEAS website is going through more changes soon.

I got the go-ahead from LeeAnne to update this to match the current NCEAS website - and to not wait until the new NCEAS website is done as it is a long-term project.
That's great! I do want to discuss (with Matt) what our plans are for the registry portion of this. The current data.nceas.ucsb.edu repository (aka the knb in disguise) connects to the NCEAS admin database that stores all the working groups that have come through over the years and this allows folks to associate their submission with one of those groups.
Maybe we don't need that anymore, but if we do, then we'll also need a service to expose those WGs from the admin database since all the UI stuff will now be on the browser and not on the server.
Otherwise, I think this will function much like the SNAP theme in that we can specify some specific keywords that filter the queries and that are automatically added to the submissions.
After a discussion with Matt Jones, LeeAnne French, and Mark Schildhauer, we have decided that the NCEAS-branded MetacatUI theme will by the registry page only with design based on the new NCEAS website.
I should add that the overall plan for creating a group/organization view of the KNB repository will affect how NCEAS datasets are viewed in a search or "profile" way will be implemented in a longer-term project. That will continue in ticket #5975.
