Relative links in the External View may not be correct on KNB

Description

Links with relative URLs are not working correctly in the External View in the KNB because they will be relative to https://knb.ecoinformatics.org instead of https://knb.ecoinformatics.org/software/dist, for example.

I should go through all the links in the KNB, especially in the Tools page and external EML page, and make sure all the links are ok and fix them as needed.

Links in the External View will be directly navigated to when their extension is pdf, exe, tar, tar.gz, bin, or zip. Other links should render correctly in the External View.
